Terrible performance in Forza games -UWP

Ryzen 2600x 32Gb RAM Radeon RX580 8Gb Windows 10 x64 All drivers up to date. My Action! recordings in Forza Horizon 3 and 4, and Forza Motorsport 7 are barely watchable as they come out at around 20 fps or less. Sorry for the double post. I'm 100% convinced that it's a FreeSync issue as I have a FreeSync monitor connected with a DisplayPort cable. I switched it off on the monitor settings, made sure it wasn't on at Radeon Adrenaline settings, with a few restarts and SOTTR is now recording normally at 60fps....

I thought the problem may have been Radeon ReLive but it makes no difference if I disable that. Exclusive fullscreen improved the fps to 20, but when windowed the recording came out at 8fps, both of which are unwatchable. The problem has since returned and seems to be intermittent. Shadow of the Tomb Raider recorded at the normal 60fps and then a few minutes later at only 20fps, which is unwatchable. I haven't made any changes to my system either.
Also, why do my posts have to go to moderation?

The update to version 3.5 dated 29th September appears to have fixed the problem.

I've just tested Action in some other games like Rise of the Tomb Raider, Forza 7, Forza Horizon 3, Sniper 4 and it records just fine.
Tried it again in Shadow of the Tomb Raider and it's recording at 12 fps.
I Think the problem is related to that game.

I needed to install the latest Radeon drivers in the end for Forza 4. Also, this problem only seems to apply to Shadow of the Tomb Raider by the way.
The forum won't allow me attach .txt or .doc and the only alternative is to paste info here, but it's pages of the stuff.

I'm on the Steam version by the way, so it activates automatically. Anyway, I followed all the steps you suggested and the recordings are still very poor at around 15- 20fps when the game itself is running at a solid 60fps. As a test I ran Windows 10 Game DVR and that ran perfectly with no stutterin...
