It appear the issue was with the most recently recorded file. Lucky they weren't anything I wanted to keep so I just deleted them

seriously? That actually fixed it.

It seems to be working now. but instantly crashes if I copy the files back to their original location.

Same here. But I am sure my recorder was working AFTER i patched windows, but stopped working a few hours later. But updating windows and Action itself were the only two changes I made. Is it possible to export a specific section of a recording?

Say I record some gameplay for 1 hour but only want to use 1 minute of it, do I need to export the whole hour? Or can I export the specific minute I want?
