This is a Windows feature that I use all the time, but it seems to be disabled with Action (both the hotkey and snapping helpers at the screen edges). Is there a way to get Action to respect snapping?

For what it's worth, I just ran a quick test with the same setup and did not reproduce the problem. So there's probably a wrinkle I didn't identify.

I could do that, but there would be no point. The output file from Action is great - clear video, two audio tracks (system and mic). The problem is that I can't hear the system sound live through my headphones while making the recording. The recording has the system audio.
