I am having the same issue in World of Warcraft windowed mode using version 1.17.4.0.

I've noticed this with one of my videos in World of Warcraft. http://www.youtube.com/watch?v=kXhRQpj4gyo It hasn't happened since but it's still odd. My bit rate is 60.
