It sounds like I am having the same problem as you. Video gets corrupt when I stop recording. I will try your method and stop when the fps is higher than the recording fps.

Can you please check NVIDIA control panel and check what is your preffered graphics processor? Can you please also check if Action! will work with Skyrim on any of settings? I tried Windowed mode and recorded with region mode in Action! .. it's recordable .. BUT there's a red line appearing on the right side ... the region box somehow got recorded in as well.

Also, Windowed mode kind of kills the immersion though =\

As for setting, I am using default Medium + blood on.

I should try that .. restart. =\
