I dont know why but the game does not let me do it anymore

I dont know why but when i change some Settings on Action it does not save anything i change so when i load Action it wants sets everything to what i had before i just want it to save me changing it into AVI 720 p 30 fps but it keeps swapping back to MP4 720 p and 30 fps and hints

What i just want to know if there is a way to make Action Start recording after 15 when you turn on Duration if there is not than how hard would it be to put it in?
