Please go to General Settings and form the languages list select "english" again.

That fixed it.
Its now displaying properly.

Probably we have found a bug.

Its not really game breaking or that big of a deal, just wanted to bring it to your attention.

Does it only happen with Action Software or for all recording/input? (You can download a free recording application from here to test - http://audacity.sourceforge.net)

Do you have an example of the crackling?
Audio clicks, pops, crackling can be caused by a bunch of different reasons such as distortion (volume is too loud) through to not enough CPU cycles to process the audio (buffer too low, audio quality too high...)

An example might help to narrow it down.

Its a very frustrating bug, that's for sure.
I have lost countless recordings because of it (Some very important ones as well).

I used to recommend Action as the go-to software for recording, but ever since this bug popped up I can no longer make that recommendation.
