It wasn't, and running CCleaner, Advast!, Malware Bytes, and a few other Registry Cleaners (for curositiy's sake) did not ...

I am having an problem using hotkeys that only recently started. While I can set and change the hotkeys from their default keys, I cannot actually use them. This has kept me from using the mode to record games and applications, but I can still click on the record button when in "active screen" mode....
