your Action! is hidden in a system tray.
Run Action!, open tray and double click to open Action! window.
Go to General Settings tab and turn off the "Start application minimized to tray" option.
If you tak all the recommended steps for host file and firewall and your issue still persists, then try disabling your anti-virus and reinstall Action!

you do not have to buy Action! license again.
To transfer your license to another PC please simply uninstall it from the previous computer and then install it again on the another PC. You can use the same serial number to activate it as before.
What are your recording settings?
Does the issue occur for every game?
While recording do you do things that may be cause of this issue, for example: disconnecting microphone/webcam, changing other systems configurations, alt-tab from a game, etc?
