When Ultra is disabled and Motion² is enabled - than 1080p content is downscaled to 720p before all the processing.

What is "HD Playback" you are talking about?

Have never seen such problems... But maybe this is related to postprocessing (they like to call it "enhancing video quality") in Catalyst (it applied only when h/w decoder is used). Try turning it off.
