If you want to record something in 720p - than you should select such resolution for display (or at least resolution with such aspect ratio), and then record. Cuda and OpenCL gives you more computing power ... F1 car have a lot of horsepower, so it's definitely good in offroad racing, right? Intel QS is separate peace of hardware, it doesn't use GPU shaders.
So any software that is using it for encoding will use it's full potential.

Are you sure that it plays video faster? If you have never seen motion interpolation before it may look like video is playing faster...
