SPLASH PRO uses downscaling 1080p to 720p. Why?

Playing with splash pro (with nvidia pure video). It is Full HD when motion 2 is turned off. But if it is on, picture became more greased like in 720p. Need to use Detail Boost to restore clearness, but it give more artefacts.

Is there way to use motion 2 with smooth motion but without grease???
