Possible bug in the "Perfect Video Match"

Hello
I would like to report a possible bug in the "Perfect Video Match".
I discovered the problem when I record a video of the web, I first did the procedure to detect the framerate, then I was recording the video. However when i went to play the recorded video realized that the black parts of the video still 2 seconds to make the transition to a clear picture in motion stay with a kind of pause for a few seconds and then back to normal. I wonder if there is a solution to fix this because the recordings are ugly with these breaks.
I am using using version 1.14.3.0

I recorded 2 samples for you to see the problem related to recording:

See that when the "Perfect Video Match" is used it has a pause and record duplicate frames for 2 seconds.
Watch the video of the sample with the problem of "Perfect Video Match" the problem occurs between 0:25 to 0:27 Seconds:

Now see that with the way "Perfect Video Match" disabled the problem of duplication of frames does not occur but the recording is not smooth.

The videos were recorded using version 1.15.1.0
I ask that you please check the program's developers problem because web videos without recording mode "Perfect Video Match" is complicated because the recording is not smooth and the impression that the frame rate is ranging now with the "Perfect Video Match" enabled the recordings are very good but this problem of duplication of frames between the second with black image of the videos is very damaging recordings.

Here is another sample with the problem and no problem.

This sample with the "Perfect Match Video" enabled, the duplication of frames happens first in 00:01 seconds, also happens at 00:07 seconds but recorded video is smooth with the framerate stable:

Already in the sample with the "Perfect Match Video" disabled, duplication of frames does not happen, but the recorded video is not stable causing the impression that the framerate is unstable:

Both this test as in the previous test, was used in both the shortcut Ctrl + F9 to show the framerate was detected, and both suggested the framerate was 30fps.
I set to record at 30fps as the suggestion of Action!
