Its a simple register dll problem. Easy to fix.

Look image below:
Image

1 - Double click in OS version in .reg (If windows 32bits, ficvdec_x86 or if windows 64bits, ficvdec_x64)
2 - After insert .reg, double click in register_ficv_codec.bat

Its solve your problem
