AMD MP4 60 FPS videos gets sped up after the 1.21 update

It's not as bad as the previous AMD 60 FPS problem was (extremely laggy slideshow with out-of-sync audio), but it's still not watchable because of how laggy the sound is and how sped up the video is.

Some games that I've tried:

[*] Far Cry 4.

[*] Battlefield 4.

[*] Metal Gear Solid V: Ground Zeroes.

[*] TES V: Skyrim.

[*] H1Z1.

Only Skyrim of all the games I've tried doesn't have the problem.

I also have same problem after I updated Action to 1.21.0.0. All my recordings are sped up for no reason. I also can't drag and drop my videos to Vegas Pro 13 fully. The video track does not show for some reason. For temporary fix, I downgraded back to 1.20.2.0 and I will wait for a fix.

System spec:
FX 8350 @ 4Ghz; 16GB RAM; ASUS R9 280x 3GB
