FPS Counter/HUD displaying while app is not running.

Having this issue where the FPS Counter and HUD are displaying even though I haven't started the Action! application.

OS: Windows 8.1
Video card: EVGA GTX 660
Memory: 2x8GB; 16GB RAM
Monitor Resolution: 1920x1080

Known issue? Weird bug? Should I just try re-installing the application altogether?
