How to record on 720p60

Now I know this is kind of an old topic.
But I am a kind of a derp when it comes to making the right settings for the best quality in Action.
My recent settings:
File Format : AVI
Video File : Original but sometimes on 1080p
Video Frame rate: 60
Now, every time I do this I upload to YouTube and it is not on 720p60 / 1080p60
I edit my videos with Windows Movie Maker and compress the video files with Handbrake.
Will that make a difference in the quality of the video? I was suggested Handbrake due to no quality lose but is that not true.
I am ready to upload a 10 Giga Bytes file if this is what I have to do to get HD videos with 60 FPS but the problem is I upload like 3 videos a day and each of them are a few Giga Bytes which just take so much time.
Please help..

Also, my system details if it is any important to you.
Quad core i3 processor @1.80 GHz
Intel(R) HD Graphics 4000
4 GB RAM
Windows 10 Pro 64 bit operating system
