NVENC/QSV bitrate too low, poor quality recordings

Through my testing on 2.0.0-2.0.4 the MP4 bitrate according to MediaInfo shows my 1080p 60FPS MP4s recorded using either Quicksync or NVENC (with 100% bitrate and Video quality "high") the average bitrate is only 30Mbps which is too low for most content to get a good clean recording (you end up with blurry blotches all over the video and detail loss like on the stone walkway example below).

Changing the video quality option doesn't seem to do anything at least for QSV/NVENC MP4 recordings, lowering the bitrate slider does indeed lower the bitrate (except I'd like to go higher not lower).

Is there a chance the bitrate values could be raised (maybe setting the new default to the previous max bitrate), or better yet letting us set the average/max bitrate settings like most other game recorders allow? I've had near perfect quality recordings with other programs using higher bitrates (50Mbps+) with NVENC, including Shadowplay.

I bought Action because the near lossless AVI codec works excellent at 1080p60 vs all other options I've tried with other programs (Lagarith/UTVideo/MagicYUV), but NVENC/QSV would be great for those times when I don't need a pristine copy and want to save some space (but the quality IMO is too low to do so).

The example below is one of the least problematic (though still visibly different), trying to record Skyrim SE just turns the grass/vegetation all around you while riding down the road into mush.

Latest version includes higher bitrates recording.
