Can't enable webcam!

I just started up action to record a video, but I noticed my webcam didn't activate when I started recording. When I went into settings, webcam was off and there was no drop-down menu to turn it on. My webcam is working, and I tested it to be sure. I am very confused...

please restart Action! and check if that helps.
Or unplug and plug in again your webcam and restart Action!
