Problem with Video Export

I am exporting a video that is ~45 min to .mp4. No audio, and down sizing the video to 720p (Main Profile - Normal) bit rate set to 8. (no audio stream). Two things I noticed...
1.) The export sits at 0:00:01 for a very long time. I'm not sure what is happening at that time.
2.) After the export completes, I play the exported video file, it is only 8 minutes long and roughly 54MB in size when Action says the output size is ~2744MB (112%).
Any ideas to resolve this?
