Action dosen't works in skyrim

Hello, my problems is this:

I open Action, & then open Skyrim, but Action dosen't appear, the HUD dosen't appear, probe several vesces but dosen't work, dosen't detect it.

I have Action 1.6, & Skyrim 1.4.
