how do i record at 30fps and play at 60fps?

guys when i choose to record at 30fps, my game is capped at 30fps? why is that.
i would like to record at 30fps and play at 60fps, dxtory gives me the option to do that but why doesnt action?

and if there is anyway, could you tell me?

Action! doesn't reduce your FPS in-game only in output video. When you select 30 FPS you can still play with 60 fps.
