It would be great if youtube can understand Action! codec capture (FICV) ... with out exporting it in mp4 format (H.264)...
Is it possible to implement?

I think this is not the user has to do. It should be the developers of the program.
YouTube rarely responds to any questions, and especially to the proposals to do something.

just record in MP4 instead of AVI, then you don't need to convert -- even though, AVI -> MP4 gives the best quality result today..
AVI files are also 10 times bigger than MP4 - so unless you have 100/100 MBit internet, theres no reason NOT to convert to MP4...

I need 1080p. MP4 record in 480p (in my case). And my Internet is 100 / 100 MBit

If you want to upload your video in 1080p just use Action! built-in exporting feature and from the Profile list select YouTube HD.

1. This codec (mp4) is not supported by VirtualDub.
2. This quality (YouTube HD) blurs the image a little - a loss of quality.
3. On the export process takes longer.

Although, if you add the ability to choose a higher bitrate than 23,857 Mbps, it would solve my problem with poor quality (I hope).
Well, and the problem of understanding MP4 codec in Virtual Dub.

1. Use AVIDemux instead, it's interface is nearly the same as VirtualDub but it can handle all video formats

2 & 3. This is going to happen when uploading to youtube, you have to re-encode it to be able to upload in any amount of time, since FICV AVI files are so large. If you want to try higher quality you can pick something besides the youtube preset and just upload that to youtube manually instead of through the software

1 - Yes but it's not a very big issue
2 - The best choice may be 1080p High profile for highest bitrate (according to the resolution)
3 - Export process depend your configuration and internet connection
