PC Specification: Core i7 @ 920, AMD R9 280x, Windows 8.1

Still having issues beyond my understanding.

I have a pretty beefy computer. 8GB of RAM, core i7, AMD R9 280X...and even though I set my settings to 1080p, 60fps, it struggles to hold on to 30fps. I play the game off of a SSD, and I record onto a HDD. This seems to happen the worst when I have AMD APP on.
