Error code when starting up Action

When I open the Action software I get an error, I have never managed to open it before. I suspect this is due to a registry error. I am wondering how I can fix this.
"Action.exe - System Error"
"The program can't start because api-ms-win-core-libraryloader-l1-2-0.dll is missing from your computer. Try reinstalling the program to fix this problem."
