Action! and Quick Sync Framerates?

Hello,
I'm thinking about purchasing items I'll need to use Quick Sync to my liking. Before I do that though, I need to know about the framerates in Quick Sync. I use Adobe Premiere for editing and it does not like variable framerates. Every single piece of encoding hardware I've tried (Elgato, Live Gamer HD, Black Magic, ShadowPlay) has used variable framerates. This causes horrible audio desync, which is only fixed by transcoding the video with something like Handbrake (which technically causes quality loss). They do this in order to save on file size. Although none of them even give you the option for a constant framerate. :/
