Mic always on

I'm using the version of Action! from Steam, if that makes a difference. My PC is a self built AMD FX-8350 based Windows 8.1 machine, 16GB RAM, HD7990 GPU.
I'm trying to set it up so that I can record video, and occasionally the mic when I press a button.
The problem I'm having is when I press the button to talk, the mic keeps record even after I release the button. It will also record the mic after I've restarted the video recording. The only way I can get it to stop recording the mic is to restart Action!
I've tried various combinations of options, different sounds cards (one via my keyboard, and a USB Soundblaster HD) and microphones, but everything has the same problem. The sound card I have built into my keyboard (Logitech G510) does have a mic mute button, which I could use, but it's not as convenient as pressing button on my mouse (Logitech G600, lots of programmable keys) to record and silence the mic.
Or am I just mistaken in thinking that "Record on button down" is a push-to-talk option, and instead just turns on the microphone.
