1.20 version, 100% CPU usage (High Usage)

So last week I was recording Elite Dangerous on the oculus rift with the webcam also capturing me, went perfect. Last night I open ACTION! an dit crashed 4 times until I finally got the software to open, noticable stutter in game (not liek before) I shut down ACTION! and relaunched, crashed a few times until open. That was on version 1.19...got no alert of an update until I troubleshooted this morning.
Installed 1.20....no more crash! hooray!!! Felt a little smother in game then a bit of stuttering. I saw my Norton Performance Monitor pop up saying ACTION! was at HIGH usage on 1 of my CPUs. I got ACTION! for its fame on being the least CPU intensive software. I assume this is a bug? I opened the Norton warning for more info as it indicated 100% usage which of course will slow down the game. I had noticed when Record was going on (v1.19 last night) it lagged the game, I was testing shutting it on and off, when off, it was much faster.
