Is NVENC better than AMD APP?

On my secondary PC (which got a GTX 760 and an i5-2400, pretty low end) I could easily make 1080p 60 FPS videos with no problems, but on my primary and more powerful PC (R9 280X, i5-3570) I can't reach 60 FPS at all on the output file. No matter what I tweak, it will always be 50 FPS or lower.

This happens on both Time-Shift and regular mode.

The files needs to be at either solid 60 FPS or solid 30 FPS, otherwise the clip will flicker a lot.

Can you guys please look into this?

Also, any good tips on how I can improve the performance?

From my personal experience NVENC provided better performance than AMD APP, however the best results I got from Intel Quick Sync.

Is there a way to use Quick Sync instead of AMD APP? Or is that entirely stuck on the integrated graphics?

Also, They will all be improved with time, right? I'm planning on getting a FreeSync 1440p monitor some time next year, and I really don't want to use AVI since my CPU will be heavily loaded by my FURY X (I'm prepared to have bottlenecks the first year) in DX11 games.

You need a motherboard with integrated graphics output. If is not the case, you won't be able to use QuickSync.
