Action! v1.25.1 yet Error Message "CRITICAL ERROR (106)

Hello,
Action! version 1.25.1 does not work on my computer with OS Windows 8.1 Pro
Error Message "CRITICAL ERROR (106) Failed to initialize product. Please install Action! in Program Files directory."

UAC enabled or not enabled Action! It does not work :(
