Odd 57 fps

I set it to 60 fps 1920x1080 but it records @ 50 fps
Youtube says its running @ 57 fps wile viewing in google chrome.
Just seems very odd.

I set mp4 amd app 1080 @ 60 fps
Is it to do with graphics drivers or this program ?
