Best settings for low pc

Hi there, i got a low-end laptop, i want to run better action for don't have fps drops while playing, i only record gta san andreas multiplayer gameplays and my pc handle this game, i wanted to ask you if there is some settings for don't get drops while recording, i use 40 fps in game and i set 30 fps on action settings for get 30fps on the video, i wanted you to tell me wich is the best file format for don't get fps drops, i want to know whats the difference between intel quick sync mp4 and avi, i want to know wich one will make my game run better when i record, so please guys tell me wich file format is better for don't have fps-drops, best regards, shendlaw.
