Action crashing when opened

Just tried to start action and it wont load, just crashes on splash screen. Its been working fine for months and just started doing it. im on windows 8.1, my system hasn't changed.
In my task manager im getting action bin, action bin 32 bit and action svc 32 bit

Please check if you can run it in Windows Safe Mode.
