Cannot Record Using Games And Apps Setting

for the last month now i have not been able to get the games and apps setting to work with Action Version 1.25.6.0 on windows 8.1 pro WMC. i have tried everything that google could find to fix this issue. Sadly that setting is the only reason that i bought the program, any suggestions on how to resolve this problem?
