500 FPS+ Without Recording, 65 FPS While Recording

Ok, so I have a decent custom built computer. For most games I play, I get 300+ FPS on high settings, however for whatever game I'm playing, as soon as I start recording, I immediately get a stable 60-65 FPS.

Video Settings: http://prntscr.com/88w47d
Settings Tab Recording: http://prntscr.com/88w4il
Specs + OS: http://prntscr.com/88w4qs
Monitor: http://prntscr.com/88w97u

It doesn't make a difference whether I am recording in 30FPS, 60, or 120, I have stable FPS of 65 FPS as soon as I start recording. As soon as I stop recording, my FPS immediately goes back up to a few hundred. Is there something that is wrong with my settings?

Help is HIGHLY appreciated.
Thanks,
Sean

Do you feel the fps impact on your game? Red HUD indicates current recorded fps, not actual in game fps.

Yes the in-game FPS is the same as the recorded FPS. I can confirm.

bump. Please someone help me I desperately need to record, and I'm willing to buy better parts. Just someone tell me what parts I need to upgrade. Please and thank you.

I'd start from cleaning my whole system before upgrading my hardware. Usually the performance issues are related to system environment where too much apps are running at the same time.
