In 1.22 version It was the following changes "Adaptive/Variable framerate video recording".
Games running through scummvm have variable frame rate, in the static scenes drops to 28-30, in dynamic increases to 50-60.
Everything will be fine if the record 30 frames(dynamic scenes will be not as smooth as at the 60 fps), but at 50/60 frames in dynamic will be smooth, in static and a small amount of movement - jerky, due to lack of fps, the ideal solution to this problem - variable frame rate recording.
In scummvm i used OpenGL mode, recorded in .fic (avi) and mp4 (nvenc), action does not determine the variable frame rate in OpenGl mode and record with constant fps, as a result, it is impossible to smoothly record at 50-60 fps in scummvm with action.
Frame comparison at unlocked fps in ScummVM, action recording at 30 fps, game Ringworld Revenge of the Patriarch and other old games too:

Оk, vfr not good for record, through video driver i limited frame rate to constant 30 fps, other problem, at cfr fraps recording much smoother(and correctly) than action.

One or two skipped for this short example, other correct, in the rest of the video periodically from time to time will be 1-2 skipped frames.
