"Active desktop region" recording doesn't work

I don't utilize it often, but today I (using version 1.30.3.0 on Windows 7 x64) wanted to record an individual window, so I fired up Action and clicked the "active desktop region" button.
When I did this, the UI vanished, and I was left with the tray icon and a minimized (?) window on the taskbar, which does nothing when clicked. The green dotted line rectangle (along with its few buttons underneath) that wraps itself around windows for me to select one, doesn't appear at all. It SEEMS that it's stuck somehow, as when I hover over the Action taskbar window, it seems like I can see it at the bottom, in the popup preview thing ( https://i.imgur.com/R4K9O9a.png ). No matter what I do, I can't get back into the main UI without right-clicking the tray icon and closing Action. When I try pressing the hotkey to start recording, the tray icon does display the R that shows I'm recording, but when I stop recording, I find that what was recorded was my entire desktop (is the selector selecting my entire desktop as if it's one huge window?).
What's going on? Is anyone else experiencing this?
