Low fps in Rise of the Tomb Raider

When active Action, in Rise of the Tomb Raider fps down from 90 to 40, without recording, only to be activated.
With Shadowplay, without recording, I get 90 fps, and if I put down to 40-50 Action, is very rare.
Not activated recording, just watching the fps counter.
