TimeShift Feature Not Working - Desperate for help!

Hello,
I hope I can find some resolution to this! I purchased Action! for the time-shift functionality because it appears to do a better job at forcing constant framerates than shadowplay does.
However, relatively recently I've experienced significant issues. Basically, the icon/hud always shows up - whether in a game in windowed or fullscreen - when I hit the hotkey to timeshift (alt+F9 for me) the green arrow shows as if it is saving the clip - but it never goes away, and action freezes. It never saves the clip fully, and the though a file is created it is not a complete video file and is therefore not usable.
To make this issue stranger - it does work sometimes. I have no idea why it works sometimes, and can't seem to find any consistency to it. I've tried launching action before opening the game, after opening the game, updating to newest version, reinstalling, everything I can think of.
This feature is so great and is absolutely worth the money for the product when it works - but I just can't seem to figure out how to keep it consistent. It used to work very well all of the time on my system (I've used it in Windows 8.1 and 10)
Specs:
Asus Strix GTX 970 4 GB
i7-4790k 4.4 Ghz
16 GB RAM
250 GB SSD + 2 TB HDD
Windows 10 Pro
Any help is greatly appreciated. I'm willing to try anything!
