Desktop Mode Broken - Windows 10 Enterprise / Pro

I have two very powerful gaming PC's one with Windows 10 Pro and the other with Enterprise.

Both completely broke, Desktop recording! Now only the sound records and the video is just a freeze frame. I have an 8 core FX processor and a 390x 8GB in one and a 4gb RX 460 in the other. Not sure if this is just an AMD thing or what.
But when I revert back to 1.31.3, everything is fine and works like normal. Can someone explain to me what happened with desktop recording during the transitions of the last two updates?
