Can't seem to install to another drive

I can't seem to install Action! to another drive. Why is that so?

Installation under the "Program Files x86" directory is required by Action! to allow recording of standard desktop screen as well as UAC popup screens and windows logon screen. If you would like to install Action in custom directory we suggest to use Steam version where custom installation directory is available.
