Fps locked to 30 somehow?

First of all i never had problems with action in the past but for some reason action keeps capping my fps to 30 while recording and being ingame but without recordings i get around 200-300 fps i already tried out different formats but still no improvement i also disabled live streaming so it does not mess up my recording settings and still no improvements i need help pls.
