When recording, audio is being cut out?

Hello. I use record audio a lot. Whenever I record audio it has little 'cut outs' and it's throughout the whole file.

Audio settings in Action: System Default and 256kps
I've used these settings even before the last two updates with no skipping or cut outs. I don't think it's a sound issue with me, it might be but I don't know.
Is there a fix for this? Can I roll back somehow? Thank you.
