Live Stream lags terribly on Youtube

I'm using version 2.2.1.0 and I've setup Action! fine with Youtube, the video transmits and is received. I can preview the livestream just fine but it will always lag, no matter what settings I choose (MP4, AVI, 720p, 480p, etc.). I confirmed my upload speeds are fine (10Mbps).
I tried active desktop recording, gameplay recording, active desktop region, they all lag. I don't get what I'm doing wrong.
The lag is bad, it's not a minor lag...Youtube even shows "BAD". It'll start off good for maybe a few seconds but instantly transitions to "bad".
I even tried "custom" streaming and manually entered the server/key, the results are the same. I can transmit and Youtube receives it just fine but lags terribly.
I even recently formatted (like a month ago) so it's a fresh install.
Are there particular settings I should be choosing for live stream on Youtube? Are there known problems with live streaming on Youtube?
