Steam Overlay problem (INVESTIGATING)

The steam overlay does not appear when action is running (well, at least in Left 4 Dead 2). If I start the game without Action, and start Action later on, everything works fine.

Yes, Counter Strike Source, Mass Effect 1-2, Operation Flashpoint Red River. Basically everywhere.

But if i start the game in a window, then switch to fullscreen, it works.
