Action 3.13 Massive fps drop and stuttering.

Hi,
Recently Since the April 2018 Update for Windows 10, Action! has been giving me a ton of FPS drops. I've noticed it even more so after I updated action to 3.1.3. I've noticed that when I select NVENC for the as the recording codec my fps makes a massive hit.
For example, I usually play BF4 and get consistent 144fps and as of recent, I've been getting 90-110fps even on the Test range (local map).
Anyone else having this issue or is it just me? What Can I provide? I am new to this.
