Suddenly very bad recording quality

I'm on a Ryzen 2600X and RX580 8Gb with all my drivers up to date, but now Action! is recording games which run at 60fps at around 12-15fps or less and so the recording is all choppy and impossible to watch.
I game in standard 1080 so I don't know what the cause may be. It first appeared in Forza 7 which I was running in Ultra, but then dialled the graphics back to 1080 and Action! is still doing the same. This also happens in Shadow of the Tomb Raider with very low fps recording when I know the game is running at 60fps.
I'm recording using the AMD APP as mp4, pretty much default.
I'm using the Steam version so checked integrity and even reinstalled the software, but it's still recording very badly.
Any ideas what may be causing this?

Please try following steps below to completely re-install Action. You will need your serial number to activate your product again.
1. Uninstall Action!
2. Press Start and then type "Regedit" in search and press Enter.
3. Go to the following path: HKEY_CURRENT_USER/Software/Mirillis/
4. Remove Action! catalog.
5. Reboot your PC.
6. Install Action! again. Make sure that your installer file comes from official website - www.mirillis.com (if you have not purchased Action! through Steam).
You can activate Action! with the same serial number as before.

These steps should restore your Action! settings to default.

I'm on the Steam version by the way, so it activates automatically.
Anyway, I followed all the steps you suggested and the recordings are still very poor at around 15- 20fps when the game itself is running at a solid 60fps.
As a test I ran Windows 10 Game DVR and that ran perfectly with no stuttering or fps loss at all.
I'm wondering if it could be the AMD 470 Ryzen chipset drivers I installed on Monday since they are the only important bit of software I've installed recently. Last week Action! was recording perfectly, so I'll have to go with trial and error until I find the source of the problem.
It's odd, because when I run Steam's file integrity check on Action!, it needs to keep re-acquiring files as if they have become corrupted.
I'm going to reinstall the chipset drivers directly from Asus and report back.

EDIT
Reinstalled the chipset drivers, no change.
Rolled back Adrenalin drivers from 18.9.3 (Sept 26 2018) to 18.7.1 (July 19), no change.
Ensured that capture mode is set to game and not screen, no change. (I tried screen capture mode for recording games, but that results in lower fps recordings).
I disabled Game DVR also but with no change.
I'm sure this is something logically simple, but I would appreciate a bit more in the way of tips to solve this.

Please provide us screenshots from following tabs:
- Video Recording
- Video Settings
- Audio Settings

Also, please provide us your PC DxDiag report. It will help us investigate your problem.
To run a dxdiag report follow the steps below:

If you are running Windows Vista or higher go to your task bar.
Click on, "Start Button".
Click on, "Run".
In the pop-up window enter dxdiag and hit ok.
The DirectX Diagnostic Tool pop-up window should appear.
Click on, "Save all information tab".
"Save As" window should be present.
Click on, "Save" (The file should be saved to your desktop as dxdiag)
Close the DirectX Diagnostic Tool.

Attach generated txt file to your reply.

I needed to install the latest Radeon drivers in the end for Forza 4. Also, this problem only seems to apply to Shadow of the Tomb Raider by the way.
The forum won't allow me attach .txt or .doc and the only alternative is to paste info here, but it's pages of the stuff.

I've just tested Action in some other games like Rise of the Tomb Raider, Forza 7, Forza Horizon 3, Sniper 4 and it records just fine.
Tried it again in Shadow of the Tomb Raider and it's recording at 12 fps.
I Think the problem is related to that game.

The update to version 3.5 dated 29th September appears to have fixed the problem.

The problem has since returned and seems to be intermittent. Shadow of the Tomb Raider recorded at the normal 60fps and then a few minutes later at only 20fps, which is unwatchable. I haven't made any changes to my system either.
Also, why do my posts have to go to moderation?
