I thought the problem may have been Radeon ReLive but it makes no difference if I disable that.
Exclusive fullscreen improved the fps to 20, but when windowed the recording came out at 8fps, both of which are unwatchable.

Sorry for the double post.
I'm 100% convinced that it's a FreeSync issue as I have a FreeSync monitor connected with a DisplayPort cable.
I switched it off on the monitor settings, made sure it wasn't on at Radeon Adrenaline settings, with a few restarts and SOTTR is now recording normally at 60fps.
With Action! and FreeSync on, I don't get this problem with any other game.
