The issue is that, for example, if I hit Windows Key + Left Arrow with Action as the active application, it doesn't move to the left half of the screen. Other applications do (just about any application on Windows will do this). This is a feature that's been built into Windows since Windows 7. The settings in Windows 10 are located in Settings/Multitasking. I'm having trouble getting a good screenshot (which is only relevant for the window drag version, with the hotkey version there's nothing to see except the result), but there's plenty of images on Google if you search for Windows snap or Windows Aero snap or similar.
