Action Livestreaming Buffering

Hi
I've just bought Action yesterday and when using I face a buffering issue. I've teste it and they happen in both Youtube and Twitch.
My upload speed is almost 1Mbps and this happens. Every five seconds I guess the stream buffer. Decreasing the bitrate didn't had any impact, as the buffering continue to happen.
Differently from OBS, action get this buffering everytime while OBS get laggy.
Also using 1.5k bitrate didn't had any impact on my perfomance, actually I tested and it can stream on 720p with 1.5k bitrate but it gets buffering. Even after the stream is over, the vod runs pretty smooth.
Is there anything I could do to solve this? Get rid of this buffering? (if possible maintaining the quality) I've searched everywhere but didn't found anything.
